Municipal Hall - Council Chambers & Electronically

This meeting which is open to the public, will be conducted in-person in Council Chambers and by video conference using the Cisco Webex platform, and will be streamed live and archived for viewing on demand at www.northcowichan.ca. All representations to Council form part of the public record.

Members of the public may attend the Municipal Hall [7030 Trans-Canada Highway] in person, or join the meeting electronically to participate during the 'Comments from the public' portions of the public hearing. As soon as there is a quorum present after the time specified for the meeting, the Presiding Member shall call the meeting to order. If there is no quorum present within 15 minutes of the scheduled time for the meeting, the meeting is adjourned until the next scheduled meeting.

Items will be addressed in the order they are listed, unless otherwise resolved.  Late Items are not allowed due to the public and statutory notice requirements for items to be considered during a Public and Statutory Hearing meeting.

The Mayor will provide an explanation of the public hearing process and may establish a time limit for speakers, if necessary, to ensure that all members of the public present who wish to share their comments with Council are able to make their submissions.


Written submissions received between 1:00 p.m. on Friday, June 13, 2025 and the holding of the public hearing will be provided to Council when they are received and are available for review by the public on the municipal website and in the public hearing binder located outside Council Chambers. Following the close of the public hearings, Council may give the bylaws further consideration.

  3. Applicant provides details of their application
  4. Summary by the Corporate Officer of correspondence received
  5. Comments from the public
  6. Response by staff and the applicant to new information or factual matters raised
  7. Close of public hearing

Purpose: To consider third reading of Zoning Amendment Bylaw No. 4008, which proposes to amend Zoning Bylaw No. 2950, 1997 to prevent low-density development in the Bell McKinnon Local Area Plan (BMLAP) area.

Purpose: To consider third reading of Zoning Amendment Bylaw No. 4013, which proposes a site-specific zoning amendment to permit retail cannabis sales at 3055 Oak Street (Chemainus Village Square Shopping Centre).

Purpose: To consider third reading of Zoning Amendment Bylaw No. 4016, which proposes to remove reference to the Temporary Mobile Home Bylaw and to repeal Temporary Mobile Home Bylaw No. 1685.

Once all the business is done and over with, the Mayor may declare the meeting adjourned without requiring a resolution of Council.
