This Joint Meeting is being hosted by the District of North Cowichan and will be conducted by video conference using the Cisco Webex platform. This meeting, though electronic, is open to the public and will be streamed live and archived for viewing on demand at www.northcowichan.ca.

    ​THAT the July 5, 2022 Joint Special Council agenda between the City of Duncan and the Municipality of North Cowichan be approved as circulated.

    THAT the minutes of the September 20, 2021 Joint Special Council meeting be adopted, as circulated.

Public Input is an opportunity for the public to provide their feedback on matters included on the agenda. The maximum number of speakers to be heard during the public input period is limited to five, with a maximum of three minutes allotted to each speaker.


If you attend in-person and wish to address Council you must register at least 10 minutes prior to the Council meeting by signing the sheet posted outside the Council Chambers.

Purpose: To provide an overview of the City’s draft Transportation and Mobility Strategy. Dan Casey and Owen Sieffert from Urban Systems will be providing a presentation.

Purpose: To inform Council of the increasing issues of people living temporarily in recreational vehicles because of the housing affordability crisis.

    THAT Council receive the report on the regulation of people living temporarily in recreational vehicles from the City of Duncan Director of Corporate Services, for information only.

Purpose: To provide an update on the Canada Avenue Complete Street project.

    THAT Council receive the July 5, 2022 Canada Ave Complete Street project update report of the City of Duncan Director of Public Works and Engineering, for information only.

Purpose: To provide an update on actions taken that are related to the Trans-Canada Highway Corridor Management Plan.

  • Recommendation:

    THAT Council receive the July 5, 2022 report from North Cowichan's Director, Engineering Projects for information only.

Question Period is an opportunity for the public to ask brief questions regarding the business discussed during the meeting.
