Purpose: To adopt all recommendations appearing on the Consent Agenda in one motion, without discussion or debate. Included are items that are regular, non-controversial, or routine in nature. Any item may be moved out at the request of any Council member for discussion or debate, before the agenda is approved. Items removed from the Consent Agenda will be placed under New Business. 

  • Recommendation:

    THAT Council approve the Consent Agenda and the recommendations contained therein.

All recommendations provided under each of the items listed below will be adopted once the Consent Agenda is approved, unless removed and placed under New Business. 

Purpose: To consider if there were any errors or omissions prior to adopting the minutes of previous meetings of Council.

  • Recommendation:

    THAT Council adopt the minutes of their regular meeting held September 21, 2022.

All items listed below will be received for information purposes only once the Consent Agenda is approved, unless removed and placed under New Business where Council may consider taking action. 

Purpose: To receive for information the draft minutes from the Environmental Advisory Committee’s September 27, 2022 meeting.


(Note: the recommendation related to item 4.1 in the minutes [Options for zero-carbon new buildings] is included in the report under item 8.2)

  • Recommendation:

    THAT Council receive for information the draft minutes from the Environmental Advisory Committee’s September 27, 2022 meeting.

Purpose: To receive for information the draft minutes from the Forestry Advisory Committee’s September 28, 2022 meeting.


(Note: the recommendation related to item 4.1 in the minutes [UBC Partnership Group – Draft Forest Management Scenario Review] is included in the report under item 8.1)

  • Recommendation:

    THAT Council receive for information the draft minutes from the 2.2.4. Forestry Advisory Committee’s September 28, 2022 meeting.

Purpose: To consider any items of business not included in the Agenda that are of an urgent nature, must be introduced and approved at the time the agenda is adopted. Matters must be taken up in the order that they are listed unless changed at this time.

  • Recommendation:

    THAT the agenda be adopted as circulated [or as amended].

Public Input is an opportunity for the public to provide their feedback on matters included on the agenda. The maximum number of speakers to be heard during the public input period is limited to five, with a maximum of three minutes allotted to each speaker.

Purpose: To consider adopting Zoning Amendment Bylaw No. 3876 (Rural Accessory Dwelling Units), 2022, which received third reading following the public hearing on August 17, 2022 and Ministry of Transportation approval on September 27, 2022. If adopted, this bylaw will amend the permitted densities within the A-1, A-2, A-3 and A-5 zones to accommodate various forms of accessory dwelling units on parcels 2ha or greater.

  • Recommendation:

    THAT Council adopt "Zoning Amendment Bylaw (Rural Accessory Dwelling Units), 2022, No. 3876".

Purpose:  To consider adopting Permissive Tax Exemption Amendment Bylaw No. 3877, 2022 which received first three readings September 21, 2022. If adopted, this bylaw will exempt from taxation units at 9806 Willow Street leased by Cowichan Neighbourhood House Association.

  • Recommendation:

    THAT Council adopt "Permissive Tax Exemption Amendment Bylaw No. 3877, 2022".

Purpose: To consider adopting Bylaw Offence Notice Enforcement Amendment Bylaw No. 3881, 2022; and Municipal Ticket Information System Amendment Bylaw No. 3882, 2022 which received first three readings September 21, 2022.

  • Recommendation:

    THAT Council adopt:

    1. Bylaw Offence Notice Enforcement Amendment Bylaw No. 3881, 2022; and,
    2. Municipal Ticket Information System Amendment Bylaw No. 3882, 2022.

Purpose: To introduce Zoning Amendment Bylaw No. 3883, 2022, which proposes to amend Zoning Bylaw No. 2950, 1997, to permit a detached accessory dwelling unit (garden suite) at 3833 Gibbins Road. A staff presentation will be provided at the meeting.

  • Recommendation:

    THAT Council:

    1. Give first and second readings to "Zoning Amendment Bylaw No. 3883, 2022" to permit a detached accessory residential dwelling at 3833 Gibbins Road; and,
    2. Authorize a Public Hearing for "Zoning Amendment Bylaw No. 3883, 2022" and notification in accordance with the Local Government Act.

Purpose: To consider the draft forest management scenarios the UBC Partnership Group has developed and receive feedback from Council before the next round of public engagement begins. The UBC Partnership Group will be providing a presentation.

  • Recommendation:

    THAT Council endorse the UBC Partnership Group Draft Forest Management Scenario Summary as appended to the Municipal Forester’ report, dated October 4, 2022, and direct staff to proceed with Round 2 of forestry public engagement.

Purpose: To consider what action should be taken in anticipation of the 'Province's next update to the BC Building Code to introduce a carbon pollution standard. A staff presentation will be provided at the meeting.

  • Recommendation:

    THAT Council direct staff to conduct a review of Building Bylaw No. 3172 and the BC Energy Step Code Rebate Policy once the BC Building Code update is released to ensure alignment with the updates and the implementation schedule of the Energy Step Code and Carbon Pollution Standard.

Purpose: For Councillor Manhas, as Council's (non-voting) representative on the BC Forest Discovery Centre Board, to provide Council with a verbal update on their activities.

Question Period is an opportunity for the public to ask brief questions regarding the business discussed during the meeting.

  • Recommendation:

    THAT Council close the meeting at ___ p.m. to the public on the basis of the following section of the Community Charter:
