CALL TO ORDER

This meeting will be conducted in-person in the Large Committee Room where the public are invited to attend to observe the meeting.

APPROVAL OF AGENDA

Purpose: To consider any items of business not included in the Agenda, that are of an urgent nature, must be introduced and approved at the time the agenda is adopted. Matters must be taken up in the order that they are listed unless changed at this time.

• Recommendation:

  ​​​That the agenda be adopted as circulated [or as amended].

ADOPTION OF MINUTES

Purpose: To consider if there were any errors or omissions prior to adopting the minutes.

• Recommendation:

  ​​That the Committee adopt the minutes of the meeting held September 5, 2025.

PRESENTATIONS

5.1

Simon Fraser University (SFU) - Regenerative Economies Research Thesis

Purpose:  Jordan Wilson, SFU graduate student and Planner, and Patrick Oystryk, Senior Planner at MODUS, will present an overview of Jordan’s research on Regenerative Economies, including methods and key findings. This research was completed as part of Jordan’s Master of Resource Management program at Simon Fraser University. The presentation will also include an interactive group activity.

Tourism Cowichan - Marketing Plan and Governance Model 

Purpose: Kenzie Knight, Tourism Development Specialist, and Genevieve Huneault, Director to present on Tourism Cowichan’s marketing plan and governance model to the Committee.

BUSINESS

6.1

Interim Community Amenity Contribution Policy + What We Heard

Purpose: To present the draft Interim Community Amenity Contribution Policy and the associated “What We Heard” engagement report for the Economic Development Committee’s comments.

• Recommendation:

  THAT the Economic Development Committee recommends that Council adopt the Interim Community Amenity Contribution Policy in the form attached to the Project Planner’s report dated December 5, 2025, to the Economic Development Committee.

2026 Economic Development Committee Schedule

Purpose: To consider the proposed 2026 meeting schedule for the Economic Development Committee:

• Friday, February 27, at 1:00pm
• Friday, June 12, at 1:00pm
• Friday, September 25, at 1:00pm
• Friday, December 11, at 1:00pm

Please note that, the 2026 General Local Election is being held on October 17, and per the Council & Committee bylaw, and that no meetings can be held in October. 

• Recommendation:

  THAT the Committee approve the following 2026 Economic Development Committee Schedule:

  • Friday, February 27, at 1:00pm
  • Friday, June 12, at 1:00pm
  • Friday, September 25, at 1:00pm
  • Friday, December 11, at 1:00pm
