Municipality of North CowichanInaugural Council MeetingAGENDAWednesday, November 02, 2022 at 1:30 P.m. - 2:30 P.m.Municipal Hall - Council Chambers1.CEREMONIAL PROCESSION The Chief Administrative Officer, Ted Swabey, to formally acknowledge that we are gathered on the traditional territory of the Coast Salish First Nations and invite Cowichan Tribes Elder John George to welcome Council-Elect with a traditional song as they enter the Council Chambers and take a seat.2.FIRST NATIONS PRAYER The Chief Administrative Officer, Ted Swabey, to invite Cowichan Tribes Elder John George to open the ceremony with a prayer.3.HONOURED GUESTS ACKNOWLEDGEMENT The Chief Administrative Officer, Ted Swabey, to welcome dignitaries and invited guests.4.OATH OF OFFICE The Municipal Solicitor, Sukhbir Manhas, to administer the Oaths of Office to Mayor-Elect Rob Douglas and Councillors-Elect, Mike Caljouw, Bruce Findlay, Chris Istace, Christopher Justice, Tek Manhas, and Debra Toporowski. 5.INAUGURAL ADDRESS BY MAYOR Mayor Douglas to deliver his inaugural address to Council and the citizens of North Cowichan.6.CALL TO ORDER Mayor Douglas to call the meeting to order.7.APPROVAL OF AGENDA Council to consider any amendments to the Agenda prior to adoption.8.BUSINESS 8.12022 General Local Election Results 1.2022-11-02 RTC 2022 General Local Election Results.pdf2.(1) Declaration of Offiical Election Results for Mayor.pdf3.Declaration Official Election Results Councillors.pdf4.(3) Determination of Official Election Results.pdfTo receive the report of the election results and summary of ballot accounts from the Chief Election Officer.8.2Appointment of Acting Mayor In accordance with section 8 of the Council Procedure Bylaw, upon recommendation of the Mayor, Council to designate a Councillor to serve in the place of the Mayor when the Mayor is absent or otherwise unable to act.8.3Appointment of Municipal Directors and Alternates to the CVRD Board To appoint four members of Council to serve as municipal directors on the Cowichan Valley Regional District (CVRD) Board for the current term, and in accordance with section 200 of the Local Government Act appoint alternates by specifying the municipal director who the member is the alternate for or by appointing a number of alternates and establishing a system to determine which alternate director is to act in the place of any absent municipal director.8.4Appointments by the Mayor to Standing Committees The Mayor to advise Council of the standing committees he intends to establish under section 141 of the Community Charter, and the names of the persons Mayor Douglas intends to appoint.8.5Appointments by Council to Select Committees In accordance with section 142 of the Community Charter, Council may appoint members to the select committees. Select committees established by Council during the previous term include the Forestry Advisory Committee and the Environmental Advisory Committee.8.6Appointments to the Joint Utilities Board In accordance with section 2 of Schedule A of the Duncan-North Cowichan Joint Utilities Agreement Bylaw No. 1721, 1977, Council must appoint two members to the Joint Utilities Board.8.7Appointment of Representatives to other Legislated and Jurisdictional Boards, Commissions, and Committees Council to appoint representatives to the: Advisory Committee on Disability Issues (City of Duncan) Cowichan Centre Commission (CVRD) Tourism Advisory Committee (City of Duncan), and Vancouver Island Regional Library Board (VIRL). 8.8Appointments to Other External Bodies Council may appoint non-voting members to the following bodies: BC Forest Discovery Centre Board; Chemainus and District Chamber of Commerce; Chemainus Festival of Murals Society; Cowichan Communities Health Network; Cowichan Community Policing Advisory Society; Crofton Community Centre Society; Duncan Cowichan Chamber of Commerce; Maple Bay Community Association: Social Planning Cowichan Board: Somenos Management Committee; and, Quamichan Watershed Stewardship Society. 9.ADJOURNMENT No Item Selected This item has no attachments1.2022-11-02 RTC 2022 General Local Election Results.pdf2.(1) Declaration of Offiical Election Results for Mayor.pdf3.Declaration Official Election Results Councillors.pdf4.(3) Determination of Official Election Results.pdf
