The Chief Administrative Officer, Ted Swabey, to formally acknowledge that we are gathered on the traditional territory of the Coast Salish First Nations and invite Cowichan Tribes Elder John George to welcome Council-Elect with a traditional song as they enter the Council Chambers and take a seat.

The Municipal Solicitor, Sukhbir Manhas, to administer the Oaths of Office to Mayor-Elect Rob Douglas and Councillors-Elect, Mike Caljouw, Bruce Findlay, Chris Istace, Christopher Justice, Tek Manhas, and Debra Toporowski.

Council to consider any amendments to the Agenda prior to adoption.

In accordance with section 8 of the Council Procedure Bylaw, upon recommendation of the Mayor, Council to designate a Councillor to serve in the place of the Mayor when the Mayor is absent or otherwise unable to act.

To appoint four members of Council to serve as municipal directors on the Cowichan Valley Regional District (CVRD) Board for the current term, and in accordance with section 200 of the Local Government Act appoint alternates by specifying the municipal director who the member is the alternate for or by appointing a number of alternates and establishing a system to determine which alternate director is to act in the place of any absent municipal director.

The Mayor to advise Council of the standing committees he intends to establish under section 141 of the Community Charter, and the names of the persons Mayor Douglas intends to appoint.

In accordance with section 142 of the Community Charter, Council may appoint members to the select committees. Select committees established by Council during the previous term include the Forestry Advisory Committee and the Environmental Advisory Committee.

In accordance with section 2 of Schedule A of the Duncan-North Cowichan Joint Utilities Agreement Bylaw No. 1721, 1977, Council must appoint two members to the Joint Utilities Board.

Council may appoint non-voting members to the following bodies:

  1. BC Forest Discovery Centre Board;
  2. Chemainus and District Chamber of Commerce;
  3. Chemainus Festival of Murals Society;
  4. Cowichan Communities Health Network;
  5. Cowichan Community Policing Advisory Society;
  6. Crofton Community Centre Society;
  7. Duncan Cowichan Chamber of Commerce;
  8. Maple Bay Community Association:
  9. Social Planning Cowichan Board:
  10. Somenos Management Committee; and,
  11. Quamichan Watershed Stewardship Society.
