Purpose: To adopt all recommendations appearing on the Consent Agenda in one motion, without discussion or debate. Included are items that are regular, non-controversial, or routine in nature. Any item may be moved out at the request of any Council member for discussion or debate, before the agenda is approved. Items removed from the Consent Agenda will be placed under New Business. 

  • Recommendation:

    THAT Council approve the Consent Agenda and the recommendations contained therein.

All recommendations provided under each of the items listed below will be adopted once the Consent Agenda is approved, unless removed and placed under New Business. 

Purpose: To consider if there were any errors or omissions prior to adopting the minutes of previous meetings of Council.

  • Recommendation:

    THAT Council adopt the minutes of their regular meeting held April 20, 2022 and their special meeting held April 25, 2022.

All items listed below will be received for information purposes only once the Consent Agenda is approved, unless removed and placed under New Business where Council may consider taking action. 

Purpose: To provide a listing of payments to suppliers totalling over $10,000 in the first quarter of 2022.

  • Recommendation:

    THAT Council receive for information the 1st Quarter Payment Listing (January - March 2022) report.

Purpose: To receive the April 7, 2022 letter from the District of Sicamous to the BC Minister of Environment and Climate Change Strategy requesting the Ministry increase funding and enforcement for the Invasive Mussel Defense Program to avoid invasive mussels entering their waterways.

  • Recommendation:

    THAT Council receive for information the April 7, 2022 letter from the District of Sicamous.

Purpose: To received for information the April 16, 2022 email and March 25, 2022 letter from Fondation Émergence, requesting Council raise the pride flag in support of the upcoming International Day Against Homophobia and Transphobia on May 17th and consider adopting a resolution to proclaim May 17th as International Day Against Homophobia and Transphobia.


(Note: the Proclamations Policy adopted on October 16, 2019 states that Council will not issue proclamations for municipal days of recognition)

  • Recommendation:

    THAT Council receive for information the March 25, 2022 letter from Fondation Émergence.

Purpose: To consider any items of business not included in the Agenda that are of an urgent nature, must be introduced and approved at the time the agenda is adopted. Matters must be taken up in the order that they are listed unless changed at this time.

  • Recommendation:

    THAT the agenda be adopted as circulated [or as amended].

Purpose: To present the 2021 Financial Statements for the Municipality and for the Joint Utilities Board.

  • Recommendation:

    THAT Council accept the 2021 Audited Financial Statements of the Municipality and of the Joint Utilities Board.

Public Input is an opportunity for the public to provide their feedback on matters included on the agenda. Purpose: To consider adoption of the Five-Year Financial Plan Amendment Bylaw No. 3865, 2022 and the Tax Rate Bylaw No. 3864, 2022, which received first three readings on April 20, 2022.

  • Recommendation:

    THAT Council adopt:

    1. Five-Year Financial Plan Amendment Bylaw No. 3865, 2022; and,
    2. Tax Rates Bylaw No. 3864, 2022.

Purpose: To introduce an amendment to Waterworks Bylaw No. 3620 that includes new restrictions to help reduce water consumption during times of peak usage, to help protect water supplies, extend the capacity of the Municipality’s water distribution infrastructure, and to ensure that the Municipality’s water restrictions are consistent with neighboring jurisdictions.

  • Recommendation:

    THAT Council give first, second and third readings to Waterworks Amendment Bylaw No. 3866, 2022.

Purpose: To complete the statutory steps required following first reading of the Official Community Plan (OCP) bylaw and provide Council with options regarding a public hearing.

  • Recommendation:

    THAT Council:

    1. Has considered the Official Community Plan (OCP) in conjunction with all applicable Financial Plans and Waste Management Plans, including the North Cowichan 2022 Five Year Financial Plan, the Cowichan Valley Regional District Solid Waste Management Plan (as amended) and the Cowichan Valley Regional District Central Sector Liquid Waste Management Plan in accordance with section 477(3)(a) of the Local Government Act; and,
    2. Directs that the proposed OCP be referred to the Agricultural Land Commission for comment as required by section 477(3)(b) of the Local Government Act.

Purpose: To consider the recommendations from the City of Duncan and the next steps for the Safer Community Plan initiative.

  • Recommendation:

    THAT Council:

    1. In partnership with the City of Duncan, authorizes the City of Duncan to issue a request for proposals to extend the Security Ambassadors program for another 2-year period; and,
    2. Authorize a contribution of up to $15,000 to be paid to the City of Duncan to fund 50% of the additional costs for the enhanced Peer Sharps Clean-Up Crew Program in partnership with the City of Duncan and the Canadian Mental Health Association.

Purpose: To consider an offer of financial or other support to Cowichan Tribes for a National Indigenous Peoples Day event in 2022.

  • Recommendation:

    THAT Council authorize the Chair of the First Nations Relations Committee to sign the letter attached to the Deputy Chief Administrative Officer’s report dated May 4, 2022, and that it be sent to Cowichan Tribes offering up to $5,000 in financial support towards any planned National Indigenous Peoples Day event in 2022.

Purpose: To enable Councillor Toporowski, after having received legal advice on the issue related to Cowichan Tribes, to withdraw her declaration of a conflict of interest in respect to matters related to Cowichan Tribes, in accordance with section 100(4) of the Community Charter.
